MASTER PLAN OF BISHKEK CITY
Key Areas of City Planning Development till 2025
Development of market forms of management, development of the institute of private ownership of land and other estate and democratization of the society radically transformed the social environment of city-planning characterized by the following factors:
–Formation of the institute of local self-governance of Bishkek city;
–Mixed forms of ownership (state, communal and private) of land and other city estate;
–Multiplicity of actors of city-planning activity (Government, municipality, public associations and private, legal and physical entities, etc.);
–Market structure of investment in city-planning, which suggests the priority of private capital investments from various non-budget sources, while limiting the budget funding with the volumes of socially guaranteed minimum;
–Establishment of primary and secondary markets of land and other estate;
–Formation of the market system of construction arrangement and its logistical and design and survey support.
In modern market conditions, previously adopted documents regulating city-planning activity have become obsolete. Guided by the current documents aimed at the state order in the situation, when many private legal and physical entities are the main customers and investors and they serve their own interests, it has become impossible to take well-deliberated and adequate decisions. That is why a decision was made based on the Resolution of the Government of the Kyrgyz Republic from September 5, 1997 “On measures of further development of sites of non-production infrastructure of Bishkek city- capital of Kyrgyzstan for 1996-2002” and by order of the Prime-Minister of the Kyrgyz Republic from July 14, 1999 № P-9360 to develop a draft “Master Plan of Bishkek City”.
